NOTICE OF
PROPOSED REAL ESTATE TAX LEVY PUBLIC HEARING
FOR MORGAN COUNTY, ILLINOIS FOR YEAR 2022
I. A public hearing to approve a proposed real estate tax levy increase for Morgan County, Illinois for Tax Levy Year 2022 will be held by the County Board of Commissioners of the County of Morgan, Illinois (“corporate authorities”) on Monday, December 12, 2022 at 7:00 p.m. in the County Court Room at the Morgan County Courthouse, 300 West State Street, Jacksonville, Illinois 62650.
Any person desiring to appear at the public hearing and present testimony to the taxing district may contact the County Clerk’s Office at the Morgan County Courthouse, 300 West State Street, Jacksonville, Illinois 62650 and at phone number 217-243-8581.
II. The corporate and special purpose real estate taxes extended or abated for 2021 were
$4,875,686.41.
The proposed corporate and special purpose real estate taxes to be levied for 2022 are
$5,628,546.00. This represents an 15.4% increase over the previous year.
III. The real estate taxes extended for debt service and public building commission leases for 2021 were $0.
The estimated real estate taxes to be levied for debt service and public building commission leases for 2022 are $0. This represents a 0% increase over the previous year.
IV. The total real estate taxes extended or abated for 2021 were $6,636,496.79.
V. The estimated total real estate taxes to be levied for 2022 are $7,399,153.00. This represents a 11.4% increase over the previous year.
All hearings shall be open to the public. The County Board of Commissioners of the County of Morgan, Illinois shall explain the reasons for the proposed increase to the tax levy and shall permit persons desiring to be heard an opportunity to present testimony at the Monday, December 12, 2022 public hearing, within reasonable time limits as the County Board determines.

“Truth in Taxation” Hearing
December 12, 2022 7 p.m.
The Morgan County Board of Commissioners met at 7 pm on Monday December 12 on the second floor of the Courthouse. Chr. Fanning asked Clk. Waggener to conduct the roll call. Clk. Waggener asked for roll call as follows, Commissioner Wankel answered “present”, Commissioner Zeller answered “present” and Chr. Fanning answered “present”. Clk. Waggener informed the Chr. a quorum is present and the meeting may continue.
Chr. Fanning said that the notices for this hearing were published in the Journal Courier on December 2nd and December 3rd.
Chr. Fanning said that this hearing must be held if the tax levy is higher than 5% from last year’s request.
Chr. Fanning said two things factor into this. Those being, Chr. Fanning said, are the CPI and new construction. There is discussion.
Chr. Fanning said that by combining the CPI for 2022 which is 5% and the new construction the proposed levy will be an increase of 11.4%. There is discussion.
Chr. Fanning said that this needed to be placed on the December 19, 2022 board meeting. Commissioner Zeller made a motion to place an ordinance of the Board of Commissioners of the County of Morgan, Illinoi providing for the levy, assessment and collection of taxes for the year 2022 tax levy be placed on the December 19, 2022 County Board meeting agenda for final action and approval. Commissioner Wankel seconded the motion. Chr. Fanning asked for roll call vote. Clk. Waggener asked for roll call for the ordinance to be placed on the December 19, 2022 Board meeting agenda. Commissioner Wankel answered “aye, Commissioner Zeller answered “aye, and Chr. Fanning answered “aye”. Clk. Waggener informed the Chr. the motion has passed.
Commissioner Wankel made a motion to adjourn the meeting. Commissioner Zeller seconded the motion. All voted “aye”. The motion has passed and the meeting is adjourned.
