April 19, 2010 Meeting Minutes

The Morgan County Board of Commisioners met in the Commissioner’s office on Monday April 19, 2010 at 9 am. Present were Chairman Bill Meier, Commissioner Bradley A. Zeller and Commissioner Dick Rawlings.

Chr. Meier said that the first order of business is the approval of the agenda. Commissioner Rawlings made a motion to approve the agenda as presented. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that the next order of business is the approval of minutes from the April 12, 2010 board meeting. Commissioner Zeller made a motion to approve the minutes as written. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that the approval of the road district maintenance bids is the next item for approval and that Mr. Hance is present and would explain this for them. Mr. Hance said that on April 14, 2010 at 10 am in my office the bids were opened publicly and we had four bidders. Mr. Hance said that he would make a recommendation to approve the low bidders in each category. There was some discussion. Commissioner Rawlings made a motion to approve the low bidders on each category on the recommendation of Mr. Hance. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

Approval of a joint agreement with IDOT for the Literberry Road project is the next item on the agenda and again Mr. Hance has the floor, Chr. Meier said. Mr. Hance said that he needs the signature of the Chairman to enter into this agreement. There was some discussion. Commissioner Zeller made a motion to approve the Chairman to enter into this agreement with IDOT. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that a resolution for surplus equipment sale is the next item on the agenda and again Mr. Hance will explain this for us. Mr. Hance said that 3 bids were received and these were opened in my office on Wednesday April 14, 2010 at 9 am. The bids were received for a 1999 Dodge 2500 pickup truck, Mr. Hance said, with the high bid going to Marvin R. Turner, Jacksonville, Illinois. Mr. Hance said that he would recommend to the board to approve the high bid. Commissioner Rawlings made a motion to approve the high bid on the recommendation of Mr. Hance. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

The next item on the agenda, Chr. Meier said, is the confirmation of consent to AT & T with the county. Chr. Meier said that this consent is for the maintenance and replacement of existing communications equipment within the lease area and also gives consent for modifications at the telecommunications site. Commissioner Rawlings made a motion to approve the confirmation of consent for AT & T as stated. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

Reports of Departments-Ms. Gross said that her office is working on taxes.

Communications-Commissioner Zeller said that there is going to be an auction in the courthouse at noon by the Sheriff’s department of seized equipment.

Commissioner Zeller made a motion to adjourn the meeting. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved. The meeting is adjourned.

April 12, 2012 Meeting Minutes

The Morgan County Board of Commissioners met in the Commissioners’ office on Monday April 12, 2010 at 9 a.m. Present were Chairman Bill Meier, Commissioner Bradley A. Zeller and Commissioner Dick Rawlings.

Chr. Meier said that the first order of business is to approve the agenda. Commissioner Rawlings made a motion to approve the agenda as presented. Commissione Zeller seconded the motion. All voted “AYE”. The motion is approved.

The next item for approval, Chr. Meier said, is the minutes from the March 22, 2010 board meeting. Commissioner Zeller made a motion to approve the minutes as written. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that the Treasurer’s report is the next item on the agenda and that Treasurer Hornbeek is present and would explain this for them. Ms. Hornbeek said that this report is for the month of February and she has nothing to point out. There was some discussion. Commissioner Zeller made a motion to approve the Treasurer’s report as presented. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved.

Chr.Meier said that the approval of bills in the amount of $66,375.44 is the next item needing approval. Commissioner Rawlings made a motion to approve the bills in the state amount. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

Approval of verifiable payroll for August 15, 2010 is the next item for approval, Chr. Meier said. Commissioner Rawlings made a motion to approve the verifiable payroll for the stated date. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

Chr Meier said that a resolution for the appointment of Joseph Wood as Road District #9 Commissioner is the next item on the agenda. Commissioner Rawlings said the he would like to extend condolences to the Wood family on the recent passing of Donald Wood on behalf of the board and would make a motion to approve this resolution. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that the next item on the agenda is a resolution opposing reduction of local government distributive fund. Chr. Meier said that the Governor was going to cut the income tax by 30% and this would make a difference of around $180,000.00 a year to the county. There was some discussion. Commissioner Zeller said that this resolution will be sent to local politicians and to the governor in response to this cut. Commissioner Zeller made a motion to approve this resolution. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved.

Reports of Departments-Mr. Hance said he will be opening bids this Wednesday April 14, 2010 at 10 am in his office for work to be done on various county roads this summer.

Mr. Little, MCS, said that there will be a state wide conference for energy and would like to encourage people to come in and apply for funds to help with their energy bills. There was some discussion.

Communications-Commissioner Rawlings said that there is a Corridor 67 meeting in Springfield.

Commissioner Zeller made a motion to adjourn the meeting. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved. The meeting is adjourned.

March 22, 2010 Meeting Minutes

The Morgan County Board of Commissioners met in the Commissioner’s office on Monday March 22, 2010 at 9 a.m. Present were Chairman Bill Meier, Commissioner Bradley A. Zeller and Commissioner Dick Rawlings.

Chr. Meier said that the first item for approval is the agenda. Commissioner Zeller made a motion to approve the agenda as presented. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved.

The next item, Chr. Meier said, is the approval of the minutes from March 8, 2010. Commissioner Rawlings made a motion to approve the minutes as written. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that the next item on the agenda is the Treasurer’s report and Ms. Hornbeek is present and will explain this for us. Ms. Hornbeek said that this report is for the month of January and she has nothing to point out but will answer questions if there are any. Commissioner Zeller made a motion to approve the Treasurer’s report as presented. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved.

Approval of bills in the amount of $60,301.02 is the next item needing approval, Chr. Meier said. Commissioner Zeller made a motion to approve the bills in the stated amount. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that the verifiable payroll for the March 30, 2010 is the next item needing approval. Commissioner Rawlings made a motion to approve the verifiable for the stated payroll period. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that approval of food center agreement is the next item on the agenda. This is an agreement that the county has with the food center, Chr. Meier said, that has not been updated for several years and now it will be updated on a yearly basis. There was some discussion. Commissioner Rawlings made a motion to approve the agreement with the food center as presented. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

The next item on the agenda is the West Central Mass Transit District Resolution Resolution and Ms. Jumper is present and will explain this for them, Chr. Meier said. Ms. Jumper said that this resolution is an annual grant that is applied for every year and it is a little earlier this year than normal. There was some discussion. Commissioner Rawlings made a motion to approve the resolution for the West Central Mass Transit District as presented. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that the next item needing approval is a property tax resolution and that Ms. Hornbeek will explain this for us. Ms. Hornbeek said that this is a tax buyer who has lost their property to the county tax buyer. There was some discussion. Commissioner Zeller made a motion to approve the Chairman to sign this property tax resolution. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that the next two items on the agenda is a motor fuel tax resolution and approval of the Highway Engineer salary can be combined and Mr. Hance will explain this for us. Mr. Hance said a resolution is appropriating $650,000.00 for the maintenance on county and state highways that will meet the requirements of the Illinois Highway Code. Mr. Hance said that the second resolution is for the salary of the Highway Engineer. There was some discussion. Commissioner Zeller made a motion to approve the resolution appropriating the $650,000.00 for the maintenance of the county and state highways and a second motion to approve the County Highway salary resolution. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved.

An update on the 2010 census is the next item on the agenda, Chr. Meier said, and Mr. Douglas will report on this. Mr. Douglas said that he would like to encourage everyone to fill this form out and return it. There was some discussion.

Reports of Departments-Ms. Gross, Morgan County Clerk, said that her office received a grant from the State Board of Elections for the use of updating voter registration. Ms. Gross said that her office also had to update some of the voting equipment and the State Board of Elections did pay for this update. There was some discussion.

Mr. Hance said that his department is working on the maintenance of county roads.

Communications-Commissioner Rawlings said that he had a notice from Ameren stating that they have started their tree trimming program in the county.

March 8, 2010 Meeting Minutes

The Morgan County Board of Commissioners met in the Commissioner’s office on Monday March 8, 2010 at 9 am. Present were Chairman Bill Meier, Commissioner Dick Rawlings and Commissioner Bradley A. Zeller.

Chr. Meier said that the first order of business is the approval of the agenda. Commissioner Rawlings made a motion to approve the agenda as presented. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

The next item, Chr. Meier said, is the approval of minutes from the February 22, 2010 board meeting. Commissioner Rawlings made a motion to approve the minutes as written. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

Chr Meier said that bills in the amount of $37,782.59 are the next item needing approval. Commissioner Zeller made a motion to approve the bills in the stated amount. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that the verifiable payroll for the March 15th payroll is the next item for approval. Commissioner Zeller made a motion to approve the verifiable for the stated date. Commissioner Rawlings seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that a re-appointment of David Kircher, Brian Musch and Dale Nickel to the Concord Cemetery Board is the next item on the agenda. Chr. Meier said that these are 3 year terms and the commissioners did have the appropriate papers in hand for this re-appointment. Commissioner Rawlings made a motion to approve the re-appointment as stated. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

The next time on the agenda, Chr. Meier said, is the purchase of a new squad car for the Sheriff’s department and Chief Deputy Carmody is present and would explain this. Mr. Carmody said that the Sheriff’s department did have a state bid for a 2009 Crown Victoria Ford in the amount of $20,710. Mr. Carmody said that all existing equipment in the present car is interchangeable with this new car. There was some discussion. Commissioner Rawlings made a motion to approve the purchase of a new squad car for the Sheriff’s departments as discussed. Commissioner Zeller seconded the motion. All voted “AYE”. The motion is approved.

Reports of Departments–Commissioner Zeller said that the Board of Review is done.

February 22, 2010 Meeting Minutes

The Morgan County Board of Commissioners met in the Commissioner’s office on Monday February 22, 2010. Present were Chairman Bill Meier and Commissioner Dick Rawlings. Commissioner Zeller was absent from the meeting.

Chr. Meier said that the first item on the agenda is the approval of the agenda. Commissioner Rawlings made a motion to approve the agenda as presented. Chr. Meier seconded the motion. All voted “AYE”. The motion is approved.

The next item for approval, Chr. Meier said, are the minutes from the February 8, 2010 board meeting. Commissioner Rawlings made a motion to approve the minutes as written. Chr. Meier seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that the bills in the amount of $46,650.84 are the next item needing approval. Commissioner Rawlings made a motion to approve the bills in the stated amount. Chr. Meier seconded the motion. All voted “AYE”. The motion is approved.

The verifiable payroll for February 26, 2010 is the next item on the agenda, Chr. Meier said. Commissioner Rawlings made a motion to approve for February 26, 2010. Chr Meier seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said the next item is the re-appointment of Roger Houston to the Jacksonville Airport Authority Board. He currently is on the board and they are asking for him to continue to serve, Chr. Meier said. This re-appointment will begin March 9, 2010, Mr. Meier said. Commissioner Rawlings made a motion to approve the re-appointment of Roger Houston as stated. Chr. Meier seconded the motion. All voted “AYE”. The motion is approved.

Chr. Meier said that a resolution allowing the Coroner and Sheriff’s department to participate in the State of Illinois Federal Surplus Property Program is the next item on the agenda. There was some discussion. Commissioner Rawlings made a motion to approve the resolution for the Coroner and Sheriff’s Departments to participate in this program. Chr. Meier seconded the motion. All voted “AYE”. The motion is approved.

The approval of the Ameren Rate Contract is the next item on the agenda, Chr. Meier said. Chr. Meier said. Mr. Douglas has been working on this with Ameren, Chr Meier said, and will explain this for us. Mr. Douglas said that the county did contact a few energy providers and felt that the best prices were from Ameren. There was some discussion. Commissioner Rawlings made a motion to approve the Ameren rate contract as presented for a one year term. Chr. Meier seconded the motion. All voted “AYE” . The motion is approved.

A resolution for court system fee, Chr. Meier said, is the next item on the agenda. This resolution states that the Circuit Clerk will be adding an additional fine of $30.00 to criminal offence that result in a plea or finding of guilty resulting in a judgment of conviction pursuant to 730 ILCS 5/5-9-1.17. There was some discussion. Commissioner Rawlings made a motion to approve the resolution as presented. Chr. Meier seconded the motion. All voted “AYE”. The motion is approved.

Reports of Departments–Ms. Gross, Morgan County Clerk, said that there is a lot of legislation at the moment to change the primary elections again. Ms. Gross said that hopefully the primary will move back to March and her office is working on taxes.

Mr. Douglas said that County has been working with the Salvation Army and their current project and would like the county to show support for them. There was some discussion.

Communications–Commissioner Rawlings said that the commissioner’s office received a phone call concerning how icy the parking lot and sidewalks were and he has assured that deicer has been placed on these areas.
